POSITION DESCRIPTION: Perform various levels of duties within the General Accounting Unit of the Finance Section.
Responsible for federal reporting for the Louisiana Military Department.
Manage the Cooperative Agreements (CA) and the supervision of the LMD Fiscal Reimbursement personnel.
Conduct quality assessments and implement controls for the management of the CA reimbursement request through the J8 Tracker and LaGov.
Assist with resolving 270 issues such as revisions and frustrated vouchers.
Participate in quarterly reconciliations between Federal and State partners.
Monitor reimbursement team activity through the joint reimbursement tracker (J8 Tracker) and provide metric data for weekly reporting.
Manage the Extensions and Closures for all Cooperative Agreements and participate in CAPM & GOR reconciliation meetings.
Supervise a unit of accounting technicians.
Communicate with state, federal and independent auditors.
Communicate with administrators regarding problem areas and make recommendations for increased efficiency and changing procedures.
Maintain and supervise the maintenance of ledgers and other records.
Train employees in performance of job duties.
Assign and review work of subordinates and ensure accuracy of output and measure performance.
Control time and attendance.
Provide training and guidance on requests for reports/information from Federal Installation and CA personnel in the field.
Communicate with Directors, Fiscal Technicians, Budget Staff, Human Resources, Risk Management, Public Assistance Division and Military Department/USPFO employees and Federal Program Managers to obtain, provide, and coordinate information related to reimbursement.
Assist in managing fiscal operations by keeping the Deputy Director & Director informed on reimbursement matters.
Provide response to requests from Legislative Auditors for funding/fiscal reports.
Provide execution memos and current mods published by the CAPM/GOR to the LMD Fiscal personnel as applicable.
Perform other duties as assigned.
POSITION QUALIFICATIONS: •Required – Four years of accounting experience.
•Must possess excellent written and oral communication skills.
•Must have ability to work and communicate effectively with subordinates, peers and superiors.
•Must possess strong organizational skills.
•Must be able to work independently to meet established deadlines and objectives.
•Knowledge of the Integrated Statewide Information System (ISIS) and LaGov.
•Experience working with structure/functions of the Louisiana Military Department and Louisiana National Guard.
•Knowledgeable in expenditure management, revenue control, reconciliation and cash management.
•Ability to review documents for accuracy and completeness.
•Computer skills to include Windows and Office Programs.
•Ability to compose and maintain spreadsheets.
•Ability to operate office equipment.
GENERAL: Must have a valid Driver’s License, Social Security Card and Birth Certificate.
Must qualify to obtain a Department of Defense Common Access Card (CAC) Card.
Periodic travel may be required.
Must be available to report to duty during emergency or disaster situations.
Must have the ability to work and communicate effectively with agency personnel, peers, superiors, subordinates and the public.
OTHER REQUIREMENTS: Must meet physical requirements to perform functions of the position.
Must attend/complete all LMD annual training and other training required for the position.
Must adhere to the Code of Ethics and foster a Sexual Harassment-Free Environment.
