*JOB DESCRIPTION *
*Job Title: *Human Resources Manager *Department: *Admin.
*Reports To: *Executive Director *Effective Date: *7/12/23 *Pay Range: *$55,000 - $70,000 *FSLA:* Exempt *JOB SUMMARY * The Human Resources Manager is responsible for coordinating all administrative functions related to human resources management, employee development, and customer service to Recreation District #1 of St.
Tammany Parish (the District) personnel.
This includes hiring and interviewing staff; employee relations; training; administering pay, benefits, and leave; and enforcing company policies and procedures.
This is a full-time, salaried position and thus does not qualify for overtime.
A competitive benefit package for health insurance, retirement, holidays, and vacation is included.
Work is generally Monday – Friday, but may involve working evenings and weekends.
Primary focus includes adhering to the District’s statutory responsibilities in providing quality recreation and outstanding facilities to our community.
*ESSENTIAL DUTIES AND RESPONSIBILITIES* 1.
Administers health and benefit plans, including enrollments, changes, and terminations.
Processes required documents through payroll and insurance providers to ensure accurate record-keeping and proper deductions.
2.
Assists with processing of terminations.
3.
Assists with recruitment and interview process.
4.
Assists with the preparation of the performance review process.
5.
Completes Forms I-9, verifies I-9 documentation, and maintains I-9 files.
6.
Conducts audits of payroll, benefits, or other HR programs and recommends corrective action.
7.
Develops HR training programs and teaches courses.
8.
Develops, reviews, and recommends revisions to personnel policies and procedures.
9.
Liaises with internal staff at all levels and performs customer service functions by timely answering employee requests and questions.
10.
Prepares and edits correspondence, communications, presentations, and other documents.
This includes the design and maintenance of databases.
11.
Provides advice and counsel to department heads, managers, and staff on updating and interpreting programs.
12.
Represents the department with the board, related agencies, and the public.
13.
Researches, analyzes data, and prepares quarterly reports on HR trends, new HR project suggestions, and current program goals and progress.
14.
Submits online investigation requests and assists with new-employee background checks.
15.
Writes and revises job descriptions.
16.
Performs related duties as assigned.
*EDUCATION AND EXPERIENCE REQUIREMENTS * 1.
Bachelor's degree in human resources or a related field and three years of human resource experience; or any combination of education, training, and experience that demonstrates the ability to perform the duties of the position.
2.
SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) credential preferred.
*KNOWLEDGE, SKILLS AND ABILITIES * This position requires the incumbent to have the ability to interact with staff and external partners (at all levels) in a professional manner, remaining flexible, proactive, and task-oriented.
Expert-level written and verbal communication skills, ability to work independently with little or no supervision, being exceedingly well organized, and attention to details are a must.
Considerable knowledge of principles and practices of human resource management, dynamics of employee development and professional growth, and training program design and presentation.
Working knowledge of state and federal labor laws and regulations.
Proficiency in MS Office, including Word and Excel.
*SPECIAL REQUIREMENTS * * At least 21 years of age.
* Current driver’s license issued by state of residence.
* Satisfactory Motor Vehicle Report.
* Must be able to pass a pre-employment physical and drug screen.
Subject to drug testing in the event of suspicion, accident, or incident.
* Must be able to pass a criminal history investigation.
*PHYSICAL REQUIREMENTS * Work is performed primarily inside with prolonged periods of sitting at a desk and working on a computer.
Dexterity is used while performing work with personal computer keyboard, calculator and other office equipment.
The physical demands are representative of those that must be met by an employee to successfully perform the essential functions of the job are as follows: walking, bending, stooping/kneeling, standing, pushing/pulling, driving, lifting up to 15 pounds with or without assistance.
Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
Must be able to travel site to site in personal vehicle and occasional weekend and/or evening hours may be assigned as needed.
