*OVERVIEW * Reporting to the Chief Operating Officer, the Director of Operations is responsible for the successful execution of both maritime and terminal operations, as well as customer service in accordance with Port policy.
The Director is responsible for optimizing use of the Port properties and facilities, monitoring and responding to customer needs and engaging in tenant and customer operational issues.
This position will ensure that regulatory compliance standards are successfully implemented, enforced, and monitored on a regular basis within the port’s jurisdiction.
This position plans and directs the activities of staff to ensure that the Port tariff requirements and marine terminal lease terms are enforced and thereby, that the maritime assets of the Port are inspected, maintained and restored; be an effective liaison between the Port's maritime tenants and Port staff and teams; oversees the assignment of vessels to the Port’s maritime facilities, and effects proper billing for those accounts.
The Director monitors and maintains the budget for area of responsibility, and coordinates with internal teams regarding dredging, capital projects, tenant activities and improvements.
*ESSENTIAL DUTIES AND RESPONSIBILITIES* * Provides leadership and direction for the Operations Department.
* Provides direct and indirect supervision of all operations staff, establishing goals and objectives, measuring performance, and ensuring an effective, customer-oriented service level is attained.
* Manages day-to-day operations of the division, including implementation of strategy, excellent customer service, administration and enforcement of lease and tariff provisions.
* Works with port and terminal partners to develop and implement an operations plan to optimize port operations and to ensure the Port remains competitive.
* Directs, supports, and participates in the administration of tasks as needed for successful operation of the port.
* Analyzes operational trends, identifies, tracks, communicates key metrics and prepares reports for senior leadership.
* Interacts with customers to ensure exceptional customer service, develops relationships, identifies business opportunities and gather market intelligence.
* Serves as a main point of contact and mediator for Port-related customer issues.
* Facilitates collaborative business practice improvements through communications with business development, engineering, and facilities teams.
* Trains and mentors staff and provide guidance on professional development.
* Plans, supervises and allocates resources as needed.
* Prepares the department’s annual personnel and non-personnel budget.
* Coordinates tenant related preventative maintenance programs and collaborates with Engineering and Facilities staff to ensure completion of same.
* Ensures marine terminal operations comply with all applicable laws and regulations.
* Prepares tariff and rate recommendations.
* Works with computer-based efficiency programs, planned maintenance systems and job planning / tracking programs to assist vessels to maintain a high level of readiness.
* Works with internal Port teams to develop and implement customized reports to assist in the cost management of the fleet.
* Analyze data from efficiency programs to ensure optimal vessel performance.
* Perform all other duties as deemed necessary.
*WHO WE ARE LOOKING FOR* To thrive, you will need to be an excellent communicator, possess strong negotiation skills, and excellent customer relation skills.
Excellent public speaking and presentation skills are desirable.
It is essential you possess the ability to establish and maintain effective working relationships with all key stakeholders, including domestic and international clients from diverse backgrounds and areas of technical expertise.
Requirements for the position include, but are not limited to: * A Bachelor's Degree in Marine Transportation, International Trade, Business Administration, Supply Chain/Logistics, or a closely related field is required.
A Master degree in a related field is preferable, but not required.
* 10 years or more of Operations Management and Customer Service experience with a focus in international trade, supply chain management, terminal operations, and / or maritime-related business.
* Ocean Carrier and Terminal Operator / Stevedore experience is desirable.
* Experience working with or for a Public Port Authority is desirable.
* Effectively communicate and collaborate with Business Development, Real Estate, Engineering, Crane and Dredging Departments to satisfy customers’ needs.
* General knowledge of lease composition, interpretation and implementation.
* Ability to travel to work-related events and meetings, outside of the office, and in some cases in other States and / or other countries.
* Experience working with international business partners of diverse backgrounds.
